Recognition Certificates

What are college certificates and letters of recognition for? (Someone pls explain to me!) ?

I've searched google many times, so someone please help me out =) What is their use? How can they be applied towards work enforcement? Or are they mainly to put on your resume? What is the difference between the two of them? Can you define the terms for me?? Thanks
