Recognition Certificates

Where can I avail myself of any on-line scholarships in TEFL that will award me a certificate?

I am Filipino, who has been teaching English as a foreign language here in Tehran. However, my field of study is in chemical engineering. I had done some training course in teaching in the past but , unfortunately I have not received any certificate in teaching from an accredited institution. I was wondering if there is any center of learning where I could study on-line on a scholarship as I really cannot afford very high tuition fees. I would appreciate it if any could extend a helping hand. I look forward to hearing from some philanthropic individuals who can help me in this regard.
