Recognition Certificates

I need software print certificates and awards - any freeware out there?

SmartDraw does a good job at awards, certificates, etc, but it costs $200! I only need to do one award. I tried using MS Word, but it's very limited in the types of borders it can do. Any suggestions? I'm looking for Freeware. Visio is not free.

1. i personally use ms visio for this purpse it is complete as smart draw
